Hello,
I like the neocities movement. I'm not using neocities myself, but I like the aesthetic. I find the web to be too sterile and corporate these days. Check out my site if you like, it's just a personal static website and git repo that tracks my work

Hmm banner tutorials; if you mean 88x31 badges/banners (the ones at the bottom of this site) any drawing/pixel art program you like works great, then I use this site (https://ezgif.com/maker) to animate them! As for stylistic ideas, looking at other banners helps, but often just referencing your sites design and content is the best thing to do!
