A folder for pictures, a folder for gifs, a folder for buttons, and a folder for scripts, and so on. I keep most of my HTML pages in the website root unless I want to group related pages together, like my jQuery fragments and my curation lists. I also keep my RSS feed, CSS, and favicon in the root for easy access.
