Oh lol it looks like toonio.ru. It's the same thing except that one's actually shutting down soon. 

Well, the social media aspect of it you can still technically make animations on it, but you gotta share them on youtube or anywhere else.

YOO i used this for a bit in 2014 and completely forgot what it was called. didnt make anything noteworthy in it but i did miss it. glad to see that it is ok
