Open stuff in popups?

Sooo on my new website I want to make a link that opens a cool little notepad I've been making in a separate popup browser window, but that it doesn't require another page or website, and in the popup Windows little url box it shows about:blank

The notepad is at my old site (https://stoutsytail.neocities.org)

Along with that how do I make that same kind of popup window appear for opening certain links?
