Thats a fair feeling to have! Do you think its all the things you need to learn thats overwhelming, or are you worried about your work being public when you're not ready.. possibly both??
Anyway, if you're worried about your work being public, dont forget you can always temporarily disable your NC profile so your site is less visible ^^ Also you can make your site on your computer before you put it online, I talk about that in
my site making guide.
If you're worried about all the stuff you ned to learn.. well the best way to deal with that is to just start. Don't worry about trying to achieve a particular goal, just make something and let it evolve as you go! (My first site was literally a white page with some text an an image! .. I think I managed to change the font and that was a big deal!)
If you just want to make a page and dont want to do any html there are sites like
mmm.page they give you a lot of creative freedom, and maybe its a good way to test ideas, but you wont learn much about html using them; so it depends if your goal is to have a site or to learn html?
If you want to use neocities but want a nice looking easy to use blog, you can try something like
Zonelets (its a premade blog that you put on your NC site) you don't need much html or css knowledge to use it, you just customise it and write your text.
Maybe try both if you don't know, play around with things and see what ones you enjoy. Remember no one fully understands HTML/CSS, and theres no need to compare what you make to other sites; no one judging, it's just you and your imagination.
