I was reading the Yesterweb thread and saw a comment by @Bingus_Baby about self hosting but they thought they couldn't because they thought they needed a static IP address.

You don't need one! That's what DDNS (Dynamic Domain Name System) services are for. You do need a static IP for the machine you're running the server from but a small program from a DDNS service checks your router's IP address and when that changes, updates the DNS records for you.

The modern way of self-hosting seems to be Docker images on Virtual Machines but I just run Apache on a dedicated machine.
