Hmm banner tutorials; if you mean 88x31 badges/banners (the ones at the bottom of this site) any drawing/pixel art program you like works great, then I use this site to animate them! As for stylistic ideas, looking at other banners helps, but often just referencing your sites design and content is the best thing to do!
