So yeah: I'm pretty confident it's broken!

Fixed! It was actually a Forum bug (and entirely my fault). The proxy returns a 403 when new images that have never been proxied before are being requested from a non ML domain. I was messing with forum headers, and apparently I stopped the forum from sending its referrer to the proxy, so the proxy had no idea who the forum was, and so it started rejecting any new forum images coming into the proxy   Thanks for the report!

Some HTML tags (maybe just em) are parsed in posts, and also using an ampersand to write tags that won't be parsed (<em>) doesn't work.
