The decentralisation concept is simple: every website that is hosted on it is encoded with Base64, making it accessible without internet connection.

Interesting, how does this work and how could I access the URLs? (They do nothing on Librewolf)

I don't have a single clue about what it means to have base64 but I like the idea of competition so yes.

I eventually looked at the links OP provided, not sure how scalable this feature is offline considering images probably are not going to be loaded easily without the images encoded into the links. Webmasters are just going to link to images.

I imagine it's a combination of the connection to the provider and the method used (I don't know much about web hosting) but it's very slow to load sites and there's no clear indication if anything is being loaded at all. I didn't even realize there were more than 3 sites hosted until I sat on the list page for a while.
