Okay, not an art program strictly speaking, but I've just downloaded the demo version of SuchArt from itchio... and it's kinda relaxing, not gonna lie

Excel 97 has a built-in pixel art program. Available are 16 colours added with "clear" for the transparent background. Find it Under Tools -> Customize, then right-click any icon to cause all kinds of havoc to the UI.
