Similar to Red Robot, it was a kind of "web mascot" created by a Brazilian artist "TOM-B" in 1999. I don't remember where I first encountered this, although I guess it was while visiting old Brazilian Counter-Strike websites in Wayback Machine. According to the header of the website, it was "the mascot of the end of the millennium."
