When I need to buy a desktop PC for family members or friends to use for office only, I look for refurbished business desktops from Dell, HP or Lenovo on eBay. Most of the time, I find something usable for €150–200. If you want to use Windows, make sure that Windows 11 is installed, because Windows 10 will no longer be maintained next month and you will not receive any security updates.

Since you don't want a gaming PC. Search for old dell computers on ebay. It gets the job done and they typically range from $100-$300. If there's some parts that aren't up to snuff buy the pc part online or locally through something like facebook marketplace.

For monitors. Find one on facebook marketplace.

For Keyboard and Mouse it's pretty easy to find cheap stuff but I reccomend a mechanical keyboard which is minimum 45 bucks.

I'd check Freegeek's eBay store for some good deals on Dell/Lenovo/HP Towers for cheap. I got a decent i5 machine for $100 with a newly installed SSD, fully cleaned and tested. They generally come with Linux installed, but you can make a windows install disk pretty easily.

They also sell peripherals, but I would suggest checking out places like Savers/Goodwill for deals on cheap monitors/keyboards. Mice can be a little trickier, and I would suggest getting a new one since they're the item that gets the most direct hand contact, but that's just me.
