Ok so I've been wondering about this for a while, but does anyone know the origin of this graphic?

Cuz, I've seen it in some pages, but it usually doesn't link to anything, so its not like, a webring badge (I think) but I've only really seen it on indieweb sites and not any old ones. I browse GifCities a lot and always check out pages that graphics I like belong to, and I have never seen this graphic on any archived geocities page. Im just curious about where it came from. I really love it as a graphic idk why it just... awesome, but I wanna know the ORIGINS OF IT
