I built the index of my dreams and don't know how to make it scale

As the title says this page contains multiple fixed elements that are arranged one by one. I want to be able to scale the entire arrangement depending on browser size and potentially make it mobile friendly WITHOUT rearranging elements but I don't know where to start. Can anyone advise me on this or is my site doomed to desktop only forever?

For something like this, one could use media queries to apply custom CSS, only when the screen is less than say, 800px.

What really gets my goat is that I have a separate page on the site built in a similar manner that scales perfectly on mobile even though theres technically nothing in the code making it so.
